I love the card but after looking though the rest an seeing you did create this for commander, the ability to have runes come in and sacrifice them instantly feels a bit to powerful when your commander is WUBRG and 0 cost. Perhaps having them come in tapped so you can "level" your tarnished at a "sight of grace" aka your turn feels fitting. This is only a suggestion for balancing. Keep up the amazing work.
