When you cast this spell, Tap all artifacts your opponents control, they do not untap on their controllers next untap step.

Whenever an opponent draws a card, if it's not the first card they've drawn this turn, instead you may look at the top card of their library, you may put it at the bottom of their library. Then they draw a card.
