Whenever a player commits a crime, put a bounty counter one a creature they control.

Whenever a creature diies, if it had with one or more bounty counters, declare that many creature types. Creatures of the declared types are outlaws.

At the begining of combat on each turn Moonstalker fights an outlaw at random.
