At the beginning of each upkeep, put a time counter on NUclear Bomb V2. Then, when Nuclear Bomb V2 has 12 or more time counters on it, destroy all non-land permanents. Nuclear Bomb V2 deals 15 damage to each player. Put a waste counter on each land. Then, all lands become wastes with {T}: Add {C} as long as they have a waste counter on them. Exile Nuclear Bomb V2.
