Enchanted creature has Haste and is goaded.

Whenever enchanted creature attacks, remove a Time counter from Rushed Impetus.

When the last time counter is removed from Rushed Impetus, shuffle all permanents from exile and the battlefield, as well as all graveyards and hands, to their owners' libraries, then each player draws cards equal to the greatest amount of cards shuffled into libraries in this way.
