Whenever a player draws their first card during each of their draw steps, each player votes for trade or barter. If trade gets more votes, that player discards that card and creates X treasure tokens, where X is the number of votes trade received. If barter gets more votes or the vote is tied, that player discards a card from their hand and draws another.
