Each player skips their draw step

At the beginning of each player's upkeep, that player reveals the top card of their library. That player may either put that card into their hand or reveal cards from the top of their library until they reveal a card of higher rarity. That player puts that card into their hand, puts all other cards revealed this way on the bottom of their library in a random order, then loses 2 life.
