Azorius Subsidies

When Azorius Subsidies enters the battlefield and at the beginning of your upkeep, note a card type. Then the player to your right gains control of Azorius Subsidies.
Spells of the type last noted with Azorius Subsidies cost less to cast.
When a player casts their second spell of the chosen type this turn, that player draws a card.

At the beginning of the next end step, each player that exiled a card this way may cast it without paying its mana cost if it's the chosen card type.
